Loophole in NPS Policy

From: adglbna (ADGLBNA@aol.com) | Date: 2002-11-01 17:32:20 UTC
When the whole NPS issue came up a while back, I took some time and
read the actual policy that refers to letterboxing. According to the
policy, letterboxes can only be placed in sanctioned areas within a
National Park.

Has anyone actually walked into a park office with a box and
asked, "Where can I hide this box?" After the rangers pick their jaws
up off of the floor, maybe they would tell you where you can put the
box. (hopefully they don't say "in your bum")

Just curious...

Thank you!   I was thinking this very same thing when I saw the email on this issue.  If you just talk to the NPS staff and find out what the policy is there shouldn't be any problem with placing a letterbox.  The NPS is happy for anything that gets people out in the parks but they are religiously fanatic about anything they might consider litter or harmful - ie; was someone stupid enough to place a box in fragile habitat in such a way that it interferes with nesting birds or other wildlife or will dangerously increase traffic in a fragile area or an area frequented by bears, etc?  It's always a good idea to ask and then they're cool on it, they know what it is and won't throw it away.

I'll buy a dozen Krispy Kremes for anyone who goes to an actual
National Park & succeeds in doing that. I expect this will occur
shortly after pigs begin to fly.

I would do it, but not for a dozen Krispy Kremes. I would want a
dozen Dunkin' Donuts. I can't find Dunkin' Donuts in the Bay Area.

I'd do it, but we don't have any National Parks in Kansas. Just Reserves.

Ron," If Pigs could fly" was the name of our box confiscated by NPS. At the
La Jolla Cyn box there was a notation from a NPS employee that the box and
location were being "logged" . This box was either on BLM or Forest service
controlled area. Why would a NPS employee want to enter it in her NPS log ?

Yes Don, I have the If Pigs Could Fly stamp in my journal - a
cherished collectible!
It does seem bizarre re the NPS employee, as that location is out of
their jurisdiction. Perhaps she is a closet letterboxer, & she meant
she was "logging" it into her stamp journal. After all, there are
several NPS-closet-'boxers out there, including at least 1 who lurks
on this list. ;-)
BTW, I'll be engaging in some mischief @ Ennisbrook tomorrow. Is
your Whoo box still in need of rescue?

Hey hiker, what was the name of that "nice" man you spoke to at
the C & O Canal? I'll start working on my L'box and stamp tonight! I
like challenges.
Now that I've said that I'm possitive Apple Dumpling Gang will
have one planted (with permission) at a National Park by Tuesday
night.
Tammy, use your sexy official voice and he'll (hoping it's a guy)
let you plant anywhere.
" Hey Baby O Baby, help me out with my box!" Yeah that might
work!

Lest anyone don their donut-eating bib prematurely, note that I
said "actual National Park". That does not include National
Monuments, Forests, Historic Sites, Outhouses along the Interstate,
etc.
I take my donuts very seriously.

The nice man was Mr. Dixon. If I lived in the D.C. area, I would be
visiting Mr. Dixon with my box in hand on Monday.

Since there is this interest in donuts, I have a question.
What ever happened to Norad's donut-shaped objects that were to hit
the Portland area on 10/24.

I thought that the C&O canal is a national park. It may be called
the "C&O National Historic Park".(?)

What is the difference between national park, national historic park
and "actual National Park"?

After looking at this site, I now realize that there are national
parks and national historic parks. What is the difference between the
two?
I guess you are only counting the national parks as an "actual
National Park". Is this correct?

I went to the site and quess what National Park is featured! Yep,
The C & O Canal. A National Park is covered by a National Park Ranger
and they are "Policing Officials" and they carry guns. They are not
rent-a-cops. So as far as I'm concerned, The C&O Canal covers approx.
185 miles, is designated as a National Park. (Along with 90%of all
Parks in the Washington,DC area.) You can camp, fish, go boating ,
hike, bike etc. just like any large western USA National Park.
Looks like a duck, smells like a duck, controlled by a Big duck -
must be a DUCK!

As for pigs flying, I do it quite frequently but I don't think that will loosen up Ranger Rick. Coincidentally, I
just spoke to a park ranger in NM last week regarding letterboxing. He immediately pulled out a mini sized
version of NP regulations and read me the two lines that 1) forbids leaving anything in a NP and 2) forbids
leaving anything unattended for longer than 24 hours. He also told me that the Park Service test for any
approving any activity in the park is asking if said activity can be done elsewhere. With letterboxing he
felt we should take it elsewhere.

I also suggested that perhaps a box could be placed in the visitor center sort of along the lines of the
passport stamp program. He acquiesced and said that that might be something that could maybe,
possibly, someday be done. He then suggested that the best way for us to get letterboxing approved is to
get a bill through Congress... So my final analysis is that it'll probably be allowed when donuts fly. Funhog

Yep, The C & O Canal.

Hee hee, nice try. It's a National HISTORIC Park. If you are in the
DC area, then an actual NP near you would be Shenandoah. Go there, &
if you are successful in securing permission, you shall have your
donuts.
I'd love to have someone prove me wrong, but I'm not holding my
breath. Funhog's encounter with a ranger is typical of the
prevailing mindset. (By the way, Funhog, donuts do fly - you of all
people should know that!).

Okay, get the donuts ready! But not for eating...for throwing. Yes
ladies and gentlemen it's time to play "Hurl the Donuts at the
Hypocrite!" After posting that we should just go ask a ranger where
to put our boxes, I completely ignored the suggestion and proceeded
to hide a box in a PA National Park without securing permission. So
I placed the box, carefully checking for onlookers and as I headed
back up the trail, to my car, who should I find at the top of the
hill but three official dudes with badges! I smiled and said "hi",
trotted up the hill, jumped into my car, and got the hell outta
there! I didn't relax until I hit the MD state line. (I may talk big
but those men looked pretty grumpy and those badges were very shiny!)

I am actually surprised that I wasn't detained considering recent
events in our area. My guess is that they must have seen me with the
logbook and the box and surmised that I was a letterboxer. I will
post the clues later as a mystery box on the off chance that I am
completely insane but I am 99% sure that the ADG just experienced
their first confiscation.

Not to go against the grain here, but if the NPS has asked us to play
elsewhere, it seems that ignoring their request only serves to make
us and our activities appear irresponsible.

Sure, I don't like it either that the NPS doesn't see it from our
perspective as there are some fantastic letterbox spots to be had in
National Park areas in Michigan, but they have communicated their
stance. Although I see nothing wrong with walking in with a box and
asking permission to place it in the park (as stated in their
policy), I think we need to be careful not to appear as renegades by
blatantly disregarding their policy.

There are lots of other places to plant boxes and many other groups
that do support letterboxing in their parks in on their property.
